Drop shadow is usually V-2 H-2 Black, 50, 5, use what you prefer.
Let's get started
*Remember to add your drop shadow as you go along*

Open a new image 800x800
Paste paper 3, duplicate move below and down some, then merge together,
then add your mask, delete, merge group, adjust to fit your tag later.

Paste element 44, resize to 85%.
Paste element 15 on the paper layer in the frame.

Resize element 2 to 90%, paste at the upper left of the frame.
Resize element 1 to 90%, mirror, place on the lower right of the frame.
Paste element 6 below the frame at the upper left, erase the part inside the frame,
duplicate, flip, mirror.
Paste element 4 on the left above the flower layers.
Paste element 13 behind the carriage at the bottom, mirror, move back to
  the left.

Resize your tube to 90%, paste to the right above the carriage.

Paste element 3 under the flower layer at the bottom, duplicate twice, mirror
one, adjust to your liking.

Resize element 11 to 55%, paste on the left below the frame so some of the green
leaves are showing, erase the part showing in the frame, duplicate, mirror, adjust.

Resize element 37 to 35%, paste on the left at the bottom.
Resize element 19 to 20%, paste at the upper left on the flower.
Paste element 18 on the tube layer how you like.

Resize element 35 to 60%, paste below the top flower, duplicate, mirror, adjust
below the lower right flower.
Paste element 25 at the bottom, being on the top layer now, resize to 85%.
Paste element 43 at the top below the frame, erase the part showing inside.

Add any other elements you would like to add.

After you merge your tag, apply the Tramages filter-Metal Peacocks with these
settings
36, 255, 40

Crop your tag to be sure no stray shadows are on the edges of your tag, merge.
Resize first, add your copyright and name.

Hope you enjoyed doing my tut.
